If you are a contractor using Microsoft 365, one confusing decision you'll make is deciding between Microsoft 365 GCC (Government Community Cloud) and GCC High.
There is a misconception that if you support a Defense contract, in any capacity, you must leap straight into GCC High. This misunderstanding can cost your business tens of thousands of dollars in unnecessary licensing, migration fees, and operational complexity.
The good news: if you do not handle ITAR-regulated data or strict export-controlled information, GCC High may be unnecessary.

Microsoft GCC natively supports the vast majority of CMMC Level 2 practices and satisfies DFARS 7012 requirements (specifically sections b through g regarding forensic data and incident reporting). Microsoft has stated and demonstrated that standard GCC can host Controlled Unclassified Information (CUI).
Many contractors gravitate toward GCC High because they see DFARS 252.204-7012 or CMMC Level 2 in their contracts.
If your primary goal is achieving CMMC Level 2 compliance to protect standard, non-export-controlled CUI, standard GCC is capable of getting you across the finish line.
So, when do you actually need GCC High? The answer boils down to two specific regulatory frameworks:
Because GCC High guarantees that only screened US citizens handle the underlying cloud infrastructure, it satisfies the strict data sovereignty requirements of ITAR. Standard GCC, while highly secure and restricted to US-based data centers, does not provide the specific "US Sovereign Cloud" guarantee required to legally host ITAR data.
If your contracts do not involve ITAR, NOFORN (No Foreign Nationals), or strict EAR data, you do not have a regulatory requirement for GCC High.
